What is an OEC?

An Overseas Employment Certificate (OEC) is a requirement under POEA Rules and Regulations to help ensure that Filipino overseas workers (OFWs) are properly documented and protected. This certificate, when presented at Philippine airports for outbound international flights, also exempts OFWs from travel tax and terminal fees normally charged to travelers.

How to apply for OEC?
OEC can be obtained at Philippine embassies or consulates abroad or POEA offices in the Philippines (addresses below). Basic requirements from OFWs include the following:

  1. Accomplished OFW info sheet (available at the venue)
  2. Passport stamped with working visa
  3. Proof of OWWA membership such as ID or receipt
  4. Authorization letter (if done other than the applicant)

Other requirements may include work permit cards, air tickets, employment contracts, and others.

How long does it take to get an OEC?
Normally, OECs can be obtained within the same day of application, depending on queues or availability of attending consular staff.

How much does an OEC cost?
It depends on the currency of the venue OEC application was made, but is around P100 in Philippine currency. Payment mode is available in cash only.

Is it possible to apply for multiple OEC?
For OFWs who intend to travel to the Philippines multiple times during a short period of time (2 or more in a year) it is possible to apply for MTEC.  Issuance of MTEC will be subject to validity of the work pass and OWWA membership presented in OEC application.

How to verify if I received the complete OEC document?
Upon receipt from a processing officer, ensure that you receive four (4) copies of this document.

1 copy – for the Labor Assistance Center (LAC) Counter
1 copy – for the Terminal Fee Counter (located at the Airport)
1 copy – to be presented to the Immigration Counter (OFW’s copy)

Check the validity of travel at the lower left side of the printed copy.
