Kuwait to Require Exit Permit from Employers for Foreign Workers Starting July 1

Starting July 1, 2025, all foreign workers in Kuwait’s private sector, including Overseas Filipino Workers, will be required to obtain an exit permit from their employer before leaving the country, according to a new announcement from Kuwaiti authorities.

The directive, issued by First Deputy Prime Minister Sheikh Fahad Yousef, was confirmed in a ministerial circular released by the Public Authority of Manpower. The new procedure aims to “strengthen oversight of the movement of expatriate workers and ensure a balance between the rights of workers and employers.” The exit permit process will be done online, but must be approved by the registered employer.

This policy mirrors similar requirements in countries like Saudi Arabia, where expat workers must secure exit and re-entry visas through their sponsors.

What this means for Filipino workers

For Filipino workers planning to go on vacation, exit permanently, or visit the Philippines temporarily, this new rule adds another step to the existing requirements. Before leaving Kuwait, you will now need:

  • An Exit Permit issued by your Kuwaiti employer (starting July 1)
  • A valid Overseas Employment Certificate (OEC) from DMW/POLO
  • An approved employment contract verified by POLO
  • A valid passport and residency visa
  • Travel insurance or other required documents, depending on the reason for travel

How to apply for exit permit

  1. Submit your request using your Civil ID number – This number is linked to your legal status in Kuwait.
  2. Apply through either of the following platforms:
    • SAHEL Mobile App (used in Kuwait for official government services)
    • Public Authority of Manpower (PAM) website
  3. Apply before your intended travel date

It is recommended to submit your request well in advance to avoid delays or issues at the airport.
