Guide to 2025 Online Voting for Overseas Filipinos

With just two days left before the start of internet voting for Filipinos abroad, the Commission on Elections (COMELEC) is reminding all overseas registered voters that they must enroll online before they can cast their votes.

Enrollment is open until May 7, five days before the overseas voting period ends on May 12, which is also the day of the national elections in the Philippines.

Online voting will run from 8:00 AM (Philippine time) on Sunday, April 13, until 7:00 PM on May 12. Once registered, voters can log in and vote anytime during this period through the Online Voting and Counting System (OVCS).

Voting can be done using a smartphone, tablet, or laptop — no need to visit a physical voting center.

Voters who may need assistance enrolling or voting are advised to check with the nearest Philippine embassy, consulate, or assistance center in their area for support services during the voting period.

Bring one of the following IDs for enrollment and voting:

  • Philippine passport
  • Driver’s license
  • PhilSys ID
  • Seaman’s book

Any other government-issued Philippine ID (or local ID accepted by the embassy/consulate).

COMELEC also reminds those who participated in the mock voting held from March 20 to April 12 that this was only a test. To ensure their votes are officially counted, they must vote during the official voting period from April 13 to May 12.

Each voter may select up to 12 senators and one party-list from the list available in the OVCS.

Steps 1 and 2:
Click the link https://ov.comelec.gov.ph/enroll, fill out the required details in the form, then click “Enroll” to complete your registration.
Step 3:
Enter the One-Time Password (OTP) sent to the email address or mobile number you provided.
Step 4:
Take a clear photo of the bio page of your passport or your valid digital ID.
Step 5:
Position your face within the on-screen guide. The system will automatically capture your photo for overseas voter verification.
Step 6: Review and verify the information scanned by the online voting system. Once everything is correct, click “Continue” to proceed.
Step 7:
Once your identity is successfully validated, you can log in to your account and cast your vote.
Step 8:
Log in to your account using the email address or mobile number and the password you provided during enrollment.
Step 9:
Enter the One-Time Password (OTP) sent to your registered email address or mobile number.
Step 10:
Click on “Click to Vote” when it appears on your screen.
Step 11:
Read the instructions on the General Election procedure, then click “Start Voting” to begin.
Step 12:
Select your senatorial and party-list candidates by ticking their names on the screen provided.
Step 13:
Review your digital ballot, and click “Cast your ballot” to confirm your selections.
Step 14:
Confirm that your vote has been successfully cast. You also have the option to print your confirmation.
