The allegations of exorbitant placement fees have been leveled against Los Angeles-based recruiting firm Universal Placement International Inc. and its sister company, PARS International Placement Agency.

Teaching in America meant earning in one month what they could earn in one year in the Philippines. Unfortunately, in the case of Avoyelles Parish teachers, it was the other way around.

“I believed that once I got here I was going to able to recover those expenses and earn something,” said Amy F. Bihag, one of 20 Filipino teachers working for Avoyelles Parish schools. She and other teachers were promised an approximately $5,600 a month salary, but who are in reality are making less than half of that.
